Speaking to the media, Farooq Sattar said the country had faced a political status quo and stagnation since its creation. He argued that large provinces could not provide the level of development and stability Pakistan needed.
He said referendums should be held in areas where people wanted new provinces. He added that Article 239 of the Constitution could be amended with a two-thirds majority if necessary.
Farooq Sattar said discussions about creating new provinces were now also taking place in decision-making institutions. He stressed that if any constitutional provision was creating an obstacle to the formation of new provinces, it should be addressed.
“Pakistan cannot continue under the monopoly of four provinces,” he said, calling for serious consideration of new provinces within the constitutional framework.
