ISLAMABAD: Pakistan witnessed a decline in the import of used vehicles during the fiscal year 2025-26, with both the number of vehicles imported and their total value falling compared with the previous financial year.
According to the available figures, a total of 36,755 used vehicles were imported into Pakistan during the last fiscal year, with a combined value of $187.81 million.
In comparison, the country imported 43,675 used vehicles during fiscal year 2024-25, with a total value of $243.85 million. The figures indicate a significant year-on-year decline in both the quantity and value of used vehicle imports.
The number of used vehicles imported during FY2025-26 was 6,920 fewer than the previous year, representing a decline of around 15.8 percent. In terms of value, imports fell by approximately $56.04 million, or around 23 percent, compared with FY2024-25.
Used vehicles were imported into Pakistan under three major schemes during the previous fiscal year. These included the Personal Baggage Scheme, Gift Scheme and Transfer of Residence Scheme.
The schemes allow eligible overseas Pakistanis and other individuals to bring vehicles into the country subject to applicable rules, duties, taxes and regulatory requirements.
The decline in imports comes despite continued demand for vehicles in Pakistan, where imported used cars have traditionally been an option for consumers seeking alternatives to locally assembled vehicles. Changes in import regulations, taxation, foreign-exchange conditions and eligibility requirements can influence the volume of vehicles arriving under these schemes.
The figures also show that the decline was proportionally greater in the value of imports than in the number of vehicles. While the number of imported vehicles dropped by nearly 16 percent, their combined value decreased by roughly 23 percent. This suggests that the average declared value per imported vehicle was also lower during FY2025-26.
On an average basis, the value of each imported used vehicle was approximately $5,110 in FY2025-26, compared with around $5,584 in FY2024-25. This represents an estimated decline of about 8.5 percent in the average value per vehicle.
The reduction in used-car imports is also relevant to Pakistan’s automobile market because imported vehicles compete with locally manufactured and assembled models. A sustained decline in imports could affect the availability of certain vehicle categories and consumer choices, while also influencing the competitive environment for local assemblers.
The Personal Baggage, Gift and Transfer of Residence schemes have historically provided channels through which overseas Pakistanis and eligible individuals can import vehicles. However, the number of vehicles entering the country through these mechanisms is affected by government policies and the conditions attached to each scheme.
The latest figures therefore indicate a clear downward trend in used-vehicle imports during FY2025-26 compared with the preceding year. A total of 36,755 vehicles worth $187.81 million entered Pakistan under the relevant schemes, against 43,675 vehicles worth $243.85 million a year earlier.
The decline in both volume and value highlights a contraction in Pakistan’s used-vehicle import activity during the financial year, although future trends will depend on changes in import policies, taxation, exchange rates, consumer demand and regulations governing the three import schemes.
