Prime Minister Shehbaz Sharif has constituted a high-level committee headed by the Cabinet Secretary to investigate alleged irregularities in the procurement of vaccines for Hajj and Umrah pilgrims.

The five-member committee has been directed to complete its investigation into irregularities in the procurement of meningococcal meningitis and influenza vaccines by Border Health Services Pakistan under a public-private partnership arrangement and submit a report with recommendations within 48 hours.

The committee will be headed by the secretary of the Cabinet Division and include the director general of the Intelligence Bureau, the chief executive officer of the Drug Regulatory Authority of Pakistan (DRAP), a representative of the Attorney General’s Office and the managing director of the Public Procurement Regulatory Authority (PPRA).

The PPRA managing director will also serve as the committee’s secretary.

Procurement process under scrutiny

The committee will examine whether the vaccine procurement process under the public-private partnership was legally justified and whether all required approvals and permissions under PPRA rules were obtained.

Its investigation will cover tender documents, the required quantities of vaccines, payment terms, quality standards, and the transparency of bid evaluation procedures.

The panel will also review procurement timelines, the mechanism for addressing complaints and compliance with mandatory disclosure requirements.

In addition, it will examine vaccine pricing, financial implications and agreements on revenue sharing to determine whether the procurement process followed the relevant rules and safeguards.

Responsibility and corrective measures

The committee has been tasked with identifying individuals responsible for any irregularities established during the inquiry and recommending corrective measures to prevent similar issues in the future.

The Cabinet Division will provide secretarial support, while the committee may include other relevant members if necessary.
