Islamabad: A tragic incident in the federal capital has once again highlighted the dangers posed by unregulated construction and uncovered sewerage infrastructure, as a three-year-old child lost his life after falling into an open sewer in Islamabad’s Sumbal area.
According to a spokesperson for the Islamabad Capital Territory (ICT) administration, the incident occurred in a “mohar abadi”—an informal settlement that had been established on encroached land. The area reportedly lacked proper planning, safety measures, and regulated infrastructure, which contributed directly to the fatal accident.
The ICT spokesperson said that a sewerage pit had been dug in the settlement for drainage purposes, but it was left uncovered and unsecured. The young child accidentally fell into the pit and drowned, resulting in his death before he could be rescued. The incident has sent shockwaves through the local community and sparked renewed concern over civic negligence and safety failures.
Authorities confirmed that legal action is being initiated against those responsible for digging the sewerage pit without following safety protocols. “Individuals involved in the excavation of the plot and the sewerage hole will be proceeded against under the law,” the spokesperson said, adding that leaving open pits in residential areas is a serious violation that endangers lives, particularly those of children.
The incident has once again drawn attention to the broader issue of illegal settlements and unsafe construction practices in Islamabad and other major cities. Informal housing areas often emerge without approval from relevant authorities, lacking basic safety standards such as covered drains, proper sewerage systems, and secure roads. As a result, residents—especially children—remain highly vulnerable to accidents.
This tragedy is not an isolated case. Similar incidents have been reported in recent months across the country, where children and adults have lost their lives after falling into open manholes, drains, and gutters. Just days earlier, reports from Karachi revealed that at least 24 citizens, including five children, have died this year alone after falling into uncovered drains and sewerage lines. These recurring incidents have intensified public outrage and calls for accountability.
Civic activists and residents have strongly criticized municipal authorities for failing to ensure basic safety measures. They argue that even when sewerage or development work is carried out, barricades, warning signs, and protective covers are often missing, turning construction sites into deadly traps. In low-income and informal settlements, the risks are even higher due to limited oversight and lack of enforcement.
Residents of the affected area in Sumbal expressed deep grief and anger over the child’s death. Many blamed both the individuals who carried out the illegal excavation and the authorities for not taking timely action against encroachments and unsafe development. “This could have been avoided if the pit was covered or if proper checks were in place,” a local resident said.
Urban planning experts have repeatedly warned that unregulated urban expansion and weak enforcement of building and safety laws are major contributors to such tragedies. They emphasize that children are particularly at risk because they often play outdoors and may not recognize the danger posed by open drains or construction pits.
Following the incident, the ICT administration stated that it would review safety conditions in informal settlements and take steps to prevent similar accidents. Officials indicated that inspections would be intensified and action would be taken against those involved in illegal construction or excavation without safety arrangements.
However, critics argue that reactive measures after fatal accidents are not enough. They call for a comprehensive strategy that includes regular inspections, strict penalties, public awareness campaigns, and immediate covering of all open drains and sewerage holes, regardless of whether they are located in formal or informal areas.
