KUWAIT CITY: The Kuwaiti government has formally approved a defence cooperation agreement with Pakistan, marking a significant step towards strengthening military ties between the two countries.
According to Arab media reports, the approval was officially published in Kuwait’s government gazette, Kuwait Alyawm, under Decree No. 73 of 2026.
The agreement ratifies a defence cooperation pact signed in Kuwait on 11 June 2023, with the primary objective of enhancing bilateral defence relations and expanding collaboration between the armed forces of both countries.
Under the agreement, Pakistan and Kuwait will establish a framework for cooperation in accordance with their respective national laws, regulations, and international obligations. The framework covers a broad range of defence-related areas, including military training, education, logistics, and exchanges of military personnel.
The pact also provides for cooperation in scientific and technical fields, the exchange of technical experts, military intelligence, and other areas of mutual interest. Both countries will prepare annual implementation plans through executive protocols and programmes to ensure the effective execution of the agreement.
In addition, the agreement encourages increased engagement through the exchange of official visits at various military and governmental levels to strengthen institutional cooperation.
To oversee the implementation of the pact, Pakistan and Kuwait will establish a Joint Military Committee. The committee, appointed by the defence ministers of both countries, will meet once a year to monitor progress, coordinate activities, and review areas of cooperation.
The agreement contains detailed provisions regarding the protection of classified information exchanged between the two sides. It stipulates that classified documents, materials, and information may not be shared with any third party without the prior written consent of the originating country.
Both governments have also committed to maintaining the confidentiality of shared information, with these obligations remaining in force even after the agreement expires or is terminated.
Regarding financial arrangements, the agreement is based on the principle of mutual cooperation. The host country will bear the costs of domestic official travel, accommodation, and emergency medical treatment for official visiting delegations.
The document further clarifies that its provisions will not affect the rights or obligations of either country arising from other international agreements or treaties.
It also establishes that any dispute concerning the interpretation or implementation of the agreement will be resolved amicably through consultations between Pakistan and Kuwait. The agreement specifically states that such disputes will not be referred to any third party, domestic court, or international tribunal.
The approval of the agreement reflects the longstanding defence relationship between Pakistan and Kuwait and provides a formal framework for expanding military cooperation, professional exchanges, and technical collaboration between the two countries. It is expected to facilitate closer coordination in defence affairs while reinforcing strategic ties based on mutual interests and cooperation.
