SUKKUR, August 11, 2026: The Sukkur Municipal Corporation has decided to regulate the entry of trailers carrying sand and gravel into the city, making it mandatory for such vehicles to be completely covered and to follow designated entry timings.
The decision was taken during a meeting held at the Sukkur Municipal Corporation under the chairmanship of Municipal Commissioner Khalid Hussain Jatoi, in line with the urban management, traffic flow and environmental improvement policy of Sindh Government spokesperson and Sukkur Mayor Barrister Arsalan Islam Sheikh.
The meeting discussed measures to regulate the movement of sand- and gravel-laden trailers within Sukkur and to address problems related to dust pollution, heavy traffic and potential road accidents.
The meeting was attended by Assistant Commissioner (UT) Dr. Khansa Malik, Vice Chairman Maki Shah Town Ghulam Murtaza Ghanghro, Municipal Commissioner Asif Dayo, Anti-Encroachment Officer Khalid Bhatti, Municipal Commissioner Jaye Shah Town Imtiaz Ali Bhutto, Inspector Nisar Siddiqui Town Luqman Mahar, Engineer Abdul Razzaq Mangi and Traffic Police official Ijaz Hussain.
Under the decision, all trailers carrying sand and gravel will be required to enter the city only after being fully and securely covered with strong sheets.
The authorities said the measure was aimed at preventing sand and gravel from falling or blowing onto roads and reducing dust pollution caused by uncovered vehicles.
It was also decided that strict entry timings would be imposed on these vehicles.
According to the decision, sand- and gravel-laden trailers will not be allowed to enter the city before midnight. The vehicles will therefore have to comply with the designated schedule to reduce congestion and minimize their impact on normal traffic during busy hours.
To ensure implementation and prevent violations, the administrations of the three municipal towns will deploy staff at their respective entry points.
Maki Shah Town will monitor the Bachal Shah entry point, while Jaye Shah Town will deploy personnel at New Pind and Goleemar.
Meanwhile, Nisar Siddiqui Town will monitor the Shikarpur Phatak, IBA Road and Bus Stand entry points.
The Sukkur Municipal Corporation will provide the respective town administrations with mobile vehicles along with drivers to facilitate monitoring and enforcement activities.
Traffic Police will also assist the municipal authorities in ensuring compliance with the new regulations and controlling the movement of heavy vehicles.
The meeting also considered recommending the imposition of Section 144 to the relevant authorities as an additional measure to ensure compliance and prevent violations.
Municipal Commissioner Khalid Hussain Jatoi said the measures were being taken in accordance with the directives of Sindh Government spokesperson and Sukkur Mayor Barrister Arsalan Islam Sheikh.
He said the main objective was to protect citizens from dust and dirt, unregulated heavy traffic and potential road accidents.
Jatoi directed the relevant officers and staff to ensure that the agreed regulations were implemented without discrimination.
He emphasized that no vehicle should be allowed to violate the prescribed requirements, particularly the mandatory covering of trailers and the designated entry timings.
The municipal authorities said uncovered trailers carrying sand and gravel could create serious problems for residents and motorists by spreading dust and debris on roads.
Such vehicles can also affect visibility, contribute to air pollution and create hazardous conditions for motorcyclists and other road users.
The decision to restrict their entry during daytime and peak traffic hours is therefore intended to improve traffic flow and reduce the risks associated with heavy vehicles operating in busy parts of the city.
The town administrations will now be responsible for monitoring their designated entry points, while the traffic police will provide assistance wherever required.
The authorities also indicated that enforcement would be carried out regularly to ensure that transporters comply with the regulations.
The meeting stressed the importance of coordination between municipal departments, town administrations and traffic police for the effective implementation of the new system.
Officials said that merely announcing the regulations would not be sufficient and that continuous monitoring would be required to prevent violations.
The administration’s decision is expected to help address complaints regarding dust pollution and traffic disruption caused by heavy vehicles carrying construction materials.
The authorities have also urged transporters and vehicle owners to cooperate with the administration and ensure that their trailers are properly covered before entering the city.
They said compliance with the designated timings would help reduce pressure on roads and minimize inconvenience for citizens.
The Sukkur Municipal Corporation maintained that the regulations were being introduced in the wider public interest and were aimed at improving the overall urban environment and traffic management system.
The administration will now begin implementing the measures at the identified entry points, with municipal staff and traffic police working together to monitor incoming trailers.
Further steps, including the possible enforcement of Section 144, will depend on the decision of the relevant authorities.
Officials reiterated that the regulations would be implemented strictly and without discrimination in order to protect public safety and improve traffic and environmental conditions in Sukkur.
The meeting concluded with directions to all concerned departments to ensure effective implementation of the decisions and maintain close coordination during the enforcement process.
