Lahore High Court Issues Notices to Punjab Government Over Killing of Stray Dogs by Shooting and Poisoning

Lahore: The Lahore High Court (LHC) has issued notices to the Punjab government and several key departments in response to a petition challenging the killing of stray dogs through firing and poisoning across the province. The court’s move comes amid growing public concern over the safety risks and ethical implications of such operations, particularly in residential areas.

During the hearing, the LHC directed notices to the Punjab government, the Secretary Livestock, the Secretary Local Government, and other relevant authorities, seeking their responses on the matter. The petition raises serious objections to the ongoing operations against stray dogs, arguing that the methods being used not only pose threats to public safety but also violate principles of animal welfare.

According to the petitioner, the campaign carried out in the name of controlling the stray dog population has put citizens’ lives at risk. The application states that firing in populated neighborhoods and the use of poisonous substances are inherently dangerous practices. It warns that stray bullets and toxic materials can cause harm not only to animals but also to children, pedestrians, and residents living nearby.

The petitioner further contended that such operations are often conducted without proper safety measures, supervision, or advance public warnings. As a result, people going about their daily routines may unknowingly be exposed to life-threatening risks. The use of poison, the petition argues, is especially hazardous because toxic substances can remain accessible in open areas, increasing the likelihood of accidental ingestion by humans or other animals.

In the petition, the court was urged to immediately restrain authorities from killing stray dogs through firing and poisoning. The petitioner emphasized that these methods are neither humane nor sustainable and fail to address the root causes of the stray dog population issue. Instead, the court was requested to direct the provincial government to implement internationally recognized and humane alternatives.

One of the key demands made in the petition is the enforcement of a comprehensive vaccination and neutering policy for stray dogs. The petitioner argued that mass vaccination programs can significantly reduce the spread of rabies, while neutering helps control the stray dog population in a gradual and humane manner. Such measures, the application noted, have been successfully adopted in many countries and cities around the world.

The issue of stray dogs has remained a sensitive and recurring challenge in Punjab, particularly in major cities such as Lahore. In recent years, there has been an increase in reports of dog bite incidents, prompting authorities to launch aggressive campaigns to curb the problem. These operations, however, have frequently drawn criticism from animal rights activists, civil society members, and legal experts.

Critics argue that reactionary measures, such as mass killing, offer only short-term relief and do not provide a lasting solution. They point out that without proper sterilization and vaccination programs, the stray dog population quickly rebounds, creating a cycle of repeated killings without meaningful results. Moreover, they stress that such actions raise moral and legal questions regarding animal rights and humane treatment.

Animal welfare organizations have welcomed the Lahore High Court’s decision to take notice of the matter. Many activists believe that judicial intervention is necessary to push authorities toward more responsible and humane policies. They argue that dogs, even if stray, are living beings and should be treated with compassion, in line with both ethical values and constitutional principles.

Legal experts say the case could have broader implications for how provincial and local governments address public health and animal control issues. If the court rules in favor of the petitioner, it may compel authorities to revise existing policies and adopt structured, science-based approaches rather than relying on ad hoc operations.

Government officials, on the other hand, have previously maintained that controlling the stray dog population is essential to protect citizens from dog bites and the risk of rabies, a disease that can be fatal if not treated promptly. They argue that limited resources and immediate public pressure often leave them with few options. However, the petition challenges this stance, asserting that lack of planning and investment cannot justify dangerous or inhumane practices.

The Lahore High Court has not yet issued a final ruling on the matter but has sought detailed replies from the concerned departments. The court is expected to examine whether the current methods comply with existing laws, safety standards, and animal welfare principles, and whether alternative policies can be implemented effectively.

As the case proceeds, it is likely to intensify debate across Punjab on how best to balance public safety with humane treatment of animals. For many observers, the court’s involvement signals an important opportunity to rethink and reform stray dog management policies in a way that protects both human lives and animal welfare.

The next hearing is expected after the concerned authorities submit their responses. Until then, the issue remains under judicial scrutiny, with citizens, activists, and officials alike closely watching how the court will address one of the province’s most contentious civic challenges.
