Prime Minister Expected to Meet MQM Leadership Today to Discuss Confidence-Building on 27th Constitutional Amendment

Prime Minister Shehbaz Sharif is expected to hold an important meeting today with the leadership of the Muttahida Qaumi Movement (MQM) regarding the proposed 27th Constitutional Amendment. The meeting is likely to take place at the Prime Minister’s House between 10:00 AM and 2:00 PM, according to sources familiar with the schedule. The purpose of the meeting is to take MQM into confidence over the amendment and to hear the party’s reservations and recommendations before moving forward in Parliament.

The MQM delegation is expected to include several senior leaders, including Khalid Maqbool Siddiqui, Farooq Sattar, Sindh Governor Kamran Tessori, Amin ul Haque, and Javed Hanif. According to party insiders, MQM will present its viewpoint clearly and will convey both its concerns and expectations regarding the constitutional amendment process. The party has maintained that although it supports constitutional reforms in principle, the amendments must address longstanding issues of administrative and local governance, particularly in Sindh.

Sources have indicated that after internal consultations, MQM will decide whether to extend full support to the government on the 27th Amendment. The party has previously stated that it sees the amendment as significant and timely, but emphasizes that its approval will depend on whether core issues related to local government powers, resource distribution, and representation are addressed in the final text.

Farooq Sattar, a senior MQM leader, recently commented that while the Constitution is indeed a sacred national document, it should not be treated as an untouchable or static scripture. According to him, constitutional amendments are a normal part of democratic governance and should not cause unnecessary alarm or controversy. He argued that societies evolve, and their constitutional frameworks must evolve accordingly. However, Sattar stressed that local government empowerment must be included in the amendment agenda. He pointed out that without meaningful devolution of administrative and financial authority to local bodies, any talk of constitutional reform remains incomplete.

This position aligns with MQM’s long-standing political platform advocating stronger and more autonomous municipal governance, especially in metropolitan cities like Karachi and Hyderabad. The party argues that local governments in Sindh have historically been weakened by centralized control and lack of financial independence, which in turn has contributed to administrative inefficiencies, deteriorating urban infrastructure, and public service shortcomings. Therefore, the MQM has made clear that its support for the 27th Amendment hinges on whether these structural challenges are addressed.

The 27th Constitutional Amendment has been under discussion for some time, and according to government officials, it is centered on issues related to national governance, administrative reforms, and the balance of institutional powers. The amendment process has been described as extensive and deliberate, not rushed, with ongoing consultations occurring between parliamentary leaders and constitutional experts. Earlier statements from government representatives have emphasized that the amendment is being developed in the broader national interest and is not aimed at benefiting any individual political party.

However, the issue has gained heightened political sensitivity. Different political actors have raised questions regarding the timing and implications of the amendment. To ease concerns, the government has been holding meetings with coalition partners to ensure that the process moves forward with consensus rather than majority imposition.

The need for consultation has become particularly important in the context of Pakistan’s current political environment, where coalition management plays a central role in legislative stability. The ruling coalition requires MQM’s cooperation in the National Assembly and Senate to secure the passage of constitutional amendments, which require a two-thirds majority.

The upcoming meeting between the Prime Minister and MQM leadership is therefore seen as a key step toward building political unity on the issue. Analysts note that MQM’s stance could influence other parties’ positions as well, especially in Sindh where political competition remains intense and issues of governance and representation continue to be debated.

Sources close to the government indicate that the Prime Minister is expected to present a detailed briefing on the amendment’s objectives and expected outcomes. He will likely assure the MQM leadership that their concerns regarding local government autonomy will be seriously considered. The government may also signal its willingness to incorporate revisions that reflect MQM’s input, given the importance of securing a broad parliamentary consensus.

If the meeting results in a positive understanding, it could pave the way for smoother legislative proceedings in the coming days. Conversely, if MQM remains unconvinced or if key issues remain unresolved, further negotiations may be required. In either case, today’s discussion is seen as decisive for shaping the direction of the amendment’s political trajectory.

The focus of the meeting will not only be on legal text but also on trust-building and policy alignment within the coalition. Pakistan’s democratic institutions have historically faced challenges related to the distribution of authority between federal, provincial, and municipal levels. Any constitutional reform that addresses these issues has the potential to reshape long-term governance outcomes.
