Washington, D.C.: The United States has announced a framework agreement involving Israel and Lebanon, marking what officials described as an important step toward improving security and creating conditions for a future peace arrangement between the two neighboring countries.

The announcement was made by U.S. Secretary of State Marco Rubio, who said the agreement was reached with American mediation and support. The framework was formally signed during a ceremony in Washington, D.C.

Speaking after the signing, Rubio said he was pleased to announce the agreement between the Government of Lebanon and the Government of Israel, describing it as the result of sustained diplomatic engagement led by the United States.

According to the U.S. secretary of state, the framework establishes a mechanism aimed at the disarmament of Hezbollah and the dismantling of its military infrastructure. He said the agreement outlines procedures intended to address security concerns while strengthening the authority of the Lebanese state.

Rubio added that under the framework, Israel would be able to ensure the safe return of its citizens to border communities once security threats had been eliminated. He also announced the establishment of a trilateral military coordination group, facilitated by the United States, to support communication and implementation efforts between Lebanon and Israel.

Describing the agreement as the beginning of a broader peace process, Rubio said it represented an important milestone but acknowledged that significant work remains before lasting peace and stability can be achieved.

The Israeli ambassador to the United States also welcomed the development, saying the trilateral framework would move forward based on practical implementation and cooperation among the parties involved.

Meanwhile, Lebanese Prime Minister Nawaf Salam said that under the framework agreement, Lebanon’s responsibility is to establish the authority of the state across the entire country. He added that one of the key objectives of the agreement is to ensure the withdrawal of Israeli forces from all Lebanese territory, while reinforcing the government’s sovereign control.

Hezbollah Rejects the Agreement

The agreement has drawn a strong reaction from Hezbollah, which publicly rejected the framework shortly after it was announced.

Hezbollah Member of Parliament Hassan Fadlallah criticized the accord, claiming that the developments in Washington were an attempt to undermine what he referred to as the “Islamabad Track.” He did not elaborate further on the reference.

Fadlallah said Hezbollah would oppose any measures taken by Lebanese authorities that, in the group’s view, conflict with its interests. He further stated that Hezbollah would keep its weapons “more ready than ever,” signaling the group’s refusal to accept any process that would require its disarmament.

The statements underscore the political and security challenges that may arise as efforts begin to implement the framework agreement. While U.S., Israeli, and Lebanese officials have presented the accord as a step toward greater stability, Hezbollah’s opposition indicates that significant obstacles remain.

The framework’s success is expected to depend on continued diplomatic engagement, effective coordination among the parties, and the ability to address longstanding security and political disputes that have shaped relations between Israel and Lebanon for decades.
