Karachi: The Government of Sindh has taken a landmark step in road safety and social protection by making third-party vehicle insurance mandatory across the province. This initiative coincides with the activation of Pakistan’s first modern digital insurance monitoring system, designed to ensure transparency, accountability, and immediate relief for accident victims.

According to a spokesperson for the Chief Minister of Sindh, without valid insurance, vehicles will neither be registered nor allowed to pay token tax. This measure ensures that all vehicle owners comply with mandatory insurance regulations, protecting both drivers and the public. Under the new system, the families of victims who die in road accidents will receive PKR 700,000, while those who suffer permanent disabilities will receive PKR 500,000 in compensation.

This initiative has been formalized through amendments to the Sindh Motor Vehicle Ordinance, introducing a new clause that empowers authorities to implement the law rigorously. The Chief Minister has also approved a no-fault compensation system for vehicles, which guarantees financial assistance to accident victims without the need to establish blame.

Digital Insurance Monitoring System

The newly launched digital insurance monitoring system represents a significant step toward modernization. It allows for real-time verification and monitoring of insurance policies, effectively closing loopholes that previously allowed fraudulent insurance documents. By integrating this system with vehicle registration and transfer procedures, the Sindh government aims to ensure that all vehicles on the road are covered, preventing unregistered or uninsured vehicles from operating.

The system is designed to be transparent and secure, so that fake insurance policies are impossible to use. This is expected to increase accountability among insurance companies and provide vehicle owners with a reliable platform for policy management.

Legal Amendments and Enforcement

Following the amendment to the Sindh Motor Vehicle Ordinance, the government has mandated that vehicle transfers will also require a valid insurance policy. The Chief Minister’s spokesperson emphasized that the Excise Department has been instructed to enforce the law strictly, making compliance non-negotiable for both new registrations and ownership transfers.

Chief Minister’s Statement

Sindh Chief Minister Murad Ali Shah stated that the initiative represents a “major milestone for road safety and consumer protection.” He emphasized that the new third-party insurance law would serve as a significant support mechanism for low-income families affected by road accidents, ensuring that victims receive immediate financial relief under the law.

Shah highlighted the importance of public awareness in maximizing the benefits of the new system, saying that an awareness campaign will be launched to educate citizens about the law. He clarified that the primary purpose of these reforms is not only efficient tax collection but also the provision of meaningful public services and protection for vulnerable road users.

Impact and Significance

This new policy marks a transformative moment for Pakistan, particularly in Sindh. For the first time, vehicle owners are legally required to maintain insurance, and the government has implemented a technology-driven system to enforce this requirement. The move is expected to:

  • Reduce the number of uninsured vehicles on Sindh roads.
  • Provide swift compensation to accident victims and their families.
  • Deter fraudulent insurance practices through digital verification.
  • Improve compliance in vehicle registration and transfer processes.

Public Awareness and Implementation

The Sindh government plans to conduct comprehensive awareness campaigns across the province to ensure citizens understand the new requirements and benefits of mandatory third-party insurance. This will include information on policy registration, claim processes, and the advantages of the no-fault compensation system.

Conclusion

By launching the first digital insurance monitoring system and mandating third-party insurance for all vehicles, Sindh has set a national benchmark in traffic safety, social protection, and governance transparency. The initiative not only protects the rights of road accident victims but also strengthens law enforcement mechanisms, creating a safer and more accountable transportation environment.

Chief Minister Murad Ali Shah reiterated that these reforms are designed with the welfare of citizens in mind, ensuring that families affected by accidents receive timely financial relief while promoting a culture of responsibility and compliance among vehicle owners.
