KARACHI: Sindh Inspector General of Police Javed Alam Odho has acknowledged shortcomings in the police handling of the Mir Raza murder case, describing the incident as tragic and assuring that a fresh investigation is being conducted in light of a new medico-legal report.
Addressing a ceremony at the Sindh Bar Council, the Sindh police chief said that lawyers and police were both important components of the criminal justice system and had a shared responsibility to strengthen the system and ensure justice.
Javed Alam Odho said lawyers served as an important part of the legal system and described them as a highly educated section of society. He emphasized that greater cooperation between lawyers and police could help resolve institutional problems and strengthen the criminal justice system.
“We have come here to resolve problems and find solutions,” the IG said, stressing the importance of dialogue and cooperation between the police and legal community.
He said that 27,000 police personnel had been punished during the past seven months for various violations or disciplinary matters. He also urged the Sindh Bar Council to make maximum use of its legal and institutional powers.
The police chief said that instead of resorting to confrontational methods, police and lawyers should sit together to resolve their issues. He expressed the hope that disputes could be settled through dialogue and that there would be no need for protests or confrontations outside police stations.
According to Javed Alam Odho, the Sindh Police has a total strength of approximately 160,000 personnel, of whom around 132,000 are currently performing duties.
He also provided an assessment of the overall law-and-order situation in Karachi, saying that conditions in the city had improved. He claimed that crime in Karachi had declined by 14 percent.
The Sindh IG said the police were continuing their efforts to improve public safety and strengthen law enforcement operations across the province.
Shortcomings in Mir Raza Case Acknowledged
Responding to questions about the Mir Raza murder case, Javed Alam Odho acknowledged that shortcomings had occurred in the handling of the case.
“The killing of Mir Raza is tragic, and there were shortcomings in the Mir Raza incident,” the IG said.
He explained that the investigation was now being conducted in light of a new medico-legal report. A new investigation team had been assigned to the case, and he had instructed the team to conduct a transparent and independent investigation.
The development comes after concerns were raised regarding the handling of the case and demands for a review of the earlier investigation.
The Mir Raza case has attracted attention, particularly following concerns expressed by the victim’s family regarding the previous investigation team. The family has reportedly demanded action against officials associated with the earlier investigation.
When asked about the family’s demand for action against the previous investigation team, the Sindh IG said that any action required under the law would be taken.
He declined to provide further details while the investigation remained in progress.
“Whatever action is required under the law will be taken. The investigation is currently under way, and I will not say anything further at this stage,” Javed Alam Odho said.
The IG’s admission that shortcomings occurred in the case represents a significant acknowledgment by the provincial police leadership. However, he stopped short of assigning responsibility to specific officials, saying that the investigation would determine what action was warranted.
The decision to constitute a new investigation team and review the case in light of a new medico-legal report is intended to address concerns regarding the earlier investigation and ensure that all relevant evidence is properly examined.
The Sindh Police leadership has stressed that the new team should conduct its work independently and transparently. The outcome of the investigation will determine whether disciplinary or legal action is required against any officials involved in the previous handling of the case.
During his address to the Sindh Bar Council, the IG also emphasized the importance of cooperation between police and lawyers in improving the criminal justice system. He said both institutions were ultimately working toward the same objective of ensuring justice.
He called for problems between the police and legal community to be addressed through consultation rather than confrontation.
Javed Alam Odho’s remarks also highlighted the broader challenges faced by the Sindh Police, including managing a large force, maintaining law and order and ensuring accountability among personnel.
The claim that 27,000 police officers and personnel had been punished over seven months was presented as evidence of disciplinary action being taken within the department.
At the same time, the IG said that overall law-and-order conditions in Karachi had improved and that reported crime had declined by 14 percent.
The Mir Raza case, however, remains under investigation, and the police chief has indicated that no final conclusions will be offered until the new investigation is completed.
The new medico-legal report is expected to play an important role in guiding investigators as they reassess the circumstances surrounding Mir Raza’s death.
The victim’s family has called for accountability and action against members of the previous investigation team. The Sindh Police leadership has assured that any action required by law will be considered once the investigation establishes the facts.
For now, authorities have urged all parties to allow the investigation to proceed. The Sindh IG has made it clear that the new team has been instructed to conduct a transparent and independent inquiry.
The case has also renewed discussion about the need for stronger coordination between police, lawyers and other institutions within the criminal justice system.
Javed Alam Odho said cooperation among these institutions was essential for strengthening the system and ensuring that legal and investigative processes were conducted fairly and effectively.
While acknowledging shortcomings in the Mir Raza case, the IG maintained that the matter was now being reviewed through a fresh investigative process. He said further comments would be made only after the ongoing inquiry progresses.
The police leadership’s latest position is therefore focused on a transparent reassessment of the case, with any responsibility or disciplinary action to be determined according to the findings of the investigation and applicable law.
