Lahore: The Punjab government has officially announced new operating hours for businesses across the province, with the revised schedule taking immediate effect. The decision has been made in view of the longer daylight hours and rising temperatures during the summer season and is part of broader efforts aimed at improving energy management and regulating commercial activity.

A similar notification has also been issued by the Government of Balochistan, indicating a coordinated approach toward commercial operating hours in line with federal guidance.

New Timings Announced by Punjab Government

According to a notification issued by the Chief Secretary of Punjab, various categories of businesses will now be required to close at specific times.

Under the new regulations:

  • Shops, markets, shopping malls, departmental stores, and grocery stores must close by 9:00 PM.
  • Marriage halls, marquees, and event venues are allowed to operate until 10:00 PM.
  • Restaurants, cinemas, food outlets, fruit shops, and vegetable stores may remain open until 11:00 PM.

The notification states that the revised schedule has been introduced because of the increasing duration of daylight and higher temperatures associated with the summer months.

Exemptions for Essential Services

The Punjab government has exempted several essential and public-service businesses from the new closing-time restrictions.

These include:

  • Medical stores and pharmacies.
  • Laboratories.
  • Clinics and hospitals.
  • Bakeries.
  • Traditional tandoors.
  • Milk and dairy shops.
  • Petrol pumps.
  • CNG stations.
  • Electric vehicle charging stations.

Authorities have emphasized that these services are critical to public welfare and therefore will continue operating according to their existing schedules.

Home Delivery and Takeaway Services Unaffected

The notification further clarifies that takeaway and home delivery services provided by restaurants and food businesses will not be affected by the new operating hours.

This exemption is expected to help businesses continue serving customers while complying with the revised regulations regarding physical operations.

Food delivery platforms and restaurant operators are likely to benefit from this provision, particularly during evening hours when demand is generally high.

Special Exemptions for Technology and Sports Sectors

Recognizing the unique operational requirements of certain industries, the Punjab government has also exempted:

  • Gyms and fitness centers.
  • Sports facilities.
  • Information technology (IT) companies.
  • Call centers.

Officials noted that these sectors often operate according to schedules that differ from traditional retail businesses and may serve domestic as well as international clients.

The exemption is particularly significant for Pakistan’s growing IT and outsourcing industry, where companies frequently work across multiple time zones.

Enforcement Measures Ordered

The Punjab government has directed all Divisional Commissioners, Deputy Commissioners, and other relevant administrative authorities to ensure strict implementation of the notification.

Local administrations have been instructed to monitor compliance and take appropriate action where necessary.

Authorities say the objective is to achieve uniform enforcement across the province while minimizing inconvenience to businesses and consumers.

Background of Business Timing Regulations

The latest notification follows a series of adjustments made by the Punjab government over recent months regarding commercial operating hours.

Earlier restrictions had included requirements for businesses to close at different times as part of energy conservation efforts. Some of those limitations were later relaxed or modified in response to seasonal conditions and feedback from traders.

The current notification reflects an updated approach tailored specifically to summer conditions.

Balochistan Issues Similar Notification

Meanwhile, the Government of Balochistan has also announced revised business operating hours for commercial establishments throughout the province.

According to a notification issued by the provincial Department of Administration and Governance:

  • Shops, markets, shopping malls, and stores must close by 9:00 PM.
  • Marriage halls, marquees, and other event venues must close by 10:00 PM.
  • Restaurants, cafés, fruit shops, and vegetable markets may remain open until 11:00 PM.

The provincial government stated that the decision was made in accordance with guidance issued by the federal government.

Exemptions in Balochistan

As in Punjab, several essential services in Balochistan have been exempted from the restrictions.

These include:

  • Medical stores.
  • Hospitals.
  • Diagnostic laboratories.
  • Petrol stations.
  • CNG filling stations.

The exemptions are intended to ensure uninterrupted access to healthcare, transportation, and emergency services.

Potential Impact on Businesses

Business groups and traders are expected to assess the impact of the revised operating hours over the coming weeks.

While some retailers may experience shorter evening trading periods, others may benefit from increased daytime activity due to extended daylight hours.

Economists note that such measures are often introduced to improve energy efficiency, reduce electricity consumption during peak hours, and support broader resource-management goals.

Looking Ahead

With both Punjab and Balochistan implementing similar regulations, commercial establishments across the two provinces are now adjusting to the revised schedules.

Authorities have stressed the importance of compliance while assuring businesses that essential services and key economic sectors will continue to enjoy operational flexibility.

As the summer season progresses, the effectiveness of the new operating hours in balancing commercial activity, energy conservation, and public convenience will likely remain a focus of attention for policymakers, businesses, and consumers alike.
