KARACHI:<\/strong> Muttahida Qaumi Movement-Pakistan (MQM-P) leader and Federal Health Minister Mustafa Kamal<\/strong> has announced that his party will launch a public movement after pursuing parliamentary avenues, saying it will continue its campaign through constitutional and legal means to seek greater devolution of powers.<\/p>\n\n\n\n

Speaking at a press conference in Karachi alongside party leaders, Kamal said the MQM-P had already exhausted parliamentary options.<\/p>\n\n\n\n

“We have done parliamentary politics and even presented a constitutional amendment. Now we will take our message to the streets. We will adopt every constitutional method and continue our struggle to transfer powers to the grassroots level,”<\/em> he said.<\/p>\n\n\n\n

Kamal strongly criticised the Pakistan Peoples Party (PPP)-led Sindh government, alleging that it had failed to enable Karachi to fulfil its economic potential.<\/p>\n\n\n\n

He claimed that Lahore had progressed significantly ahead of Karachi<\/strong>, while law and order and municipal services in Sindh continued to deteriorate.<\/p>\n\n\n\n

“The world is reaching the moon, while our children are dying after falling into open sewers,”<\/em> he said, referring to civic and infrastructure issues in the province.<\/p>\n\n\n\n

The federal minister also contrasted emergency services in different cities, saying that while air ambulances were being introduced elsewhere, Sindh was relying on bicycle ambulances. He further claimed that dog-bite incidents had claimed the lives of many children in the province and argued that if governance problems were going to be resolved, they would have been addressed during the past 18 years.<\/p>\n\n\n\n

According to Kamal, the MQM-P had raised its concerns in parliament and submitted a constitutional amendment, but its proposals were not accepted.<\/p>\n\n\n\n

“We have decided that we will no longer remain silent. We will come onto the streets while remaining within the framework of the Constitution and the law,”<\/em> he said.<\/p>\n\n\n\n

Kamal also argued that the 18th Constitutional Amendment<\/strong> had not been implemented in its true spirit and maintained that creating new administrative provinces had become unavoidable. He said the party would pursue constitutional and legal mechanisms to ensure the transfer of powers to local governments.<\/p>\n\n\n\n

Highlighting education concerns, he claimed that 26 million children in Sindh were out of school<\/strong> and said many girls’ schools lacked even basic facilities such as washrooms.<\/p>\n\n\n\n

The MQM-P leader also focused on Karachi’s financial contribution, claiming that the city generated more than 50 percent of Pakistan’s revenue and over 95 percent of Sindh’s revenue<\/strong>.<\/p>\n\n\n\n

He alleged that until 2010 the federal government transferred funds directly to Karachi, but under the current system the Sindh government receives federal allocations without passing on an adequate share to the city.<\/p>\n\n\n\n

Kamal further claimed that if Karachi had continued receiving its previous share of funds, it would have obtained Rs2 trillion<\/strong> by now. He alleged that over the past 18 years the city had received only Rs680 billion<\/strong> out of a total of Rs22 trillion<\/strong> in available funds, amounting to around 3 percent<\/strong> of the overall allocation.<\/p>\n\n\n\n

He said the MQM-P would present its case before the public with detailed arguments and continue advocating for greater fiscal resources and administrative powers for Karachi through constitutional means.<\/p>\n","protected":false},"excerpt":{"rendered":"
