He appealed directly to Afghanistan\u2019s interim rulers to take responsibility for preventing their territory from being used as a launchpad for violence.<\/p>\n\n\n\n<p>The army chief\u2019s remarks came alongside broader regional warnings. He framed the threat within a larger strategic narrative, accusing external adversaries of manipulating local militants as \u201chired guns\u201d to foment instability. He used a phrase that captured the twin dangers he sees: \u201cFitna al-Hind\u201d and \u201cFitna al-Khawarij\u201d \u2014 terms that, in his characterization, denote foreign-instigated communal discord and violent extremist currents exploited to destabilize the region. According to Munir, such tactics expose the \u201ccowardly face\u201d of those who sponsor or manipulate proxy actors.<\/p>\n\n\n\n<p>Munir urged the Afghan populace and leadership to choose mutual security over perpetual violence. \u201cWe call on the people of Afghanistan to opt for mutual security instead of endless conflict,\u201d he said, arguing that regional stability benefits the entire neighborhood and that continued violence will only breed suffering for ordinary civilians on both sides of the border.
