It also covers conduct that creates <strong>fear, intimidation, coercion, or a hostile working environment<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the decision, the female officer initially expressed a desire to take a selfie with the registrar. Later, she allegedly threatened to release videos and file a harassment complaint against him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ruling states that the officer&#8217;s attitude changed after she learned that the appointment she sought was <strong>not within the registrar&#8217;s authority<\/strong>. Concerned about the situation, the registrar ensured that another staff member remained present in his office during meetings. However, the female officer repeatedly insisted that the staff member leave the room.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Feeling unsafe, the registrar secretly recorded part of their conversation and later moved to the deputy registrar&#8217;s office for his own security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Ombudsperson noted that after listening to the recording, the female officer admitted her mistake and submitted <strong>two written apologies<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A university inquiry committee subsequently found her guilty and imposed disciplinary penalties, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Demotion in rank.<\/li>\n\n\n\n<li>A three-year ban on promotion.<\/li>\n\n\n\n<li>Disqualification from holding an administrative position.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The officer challenged the decision before the Federal Ombudsperson.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After reviewing the case, the Ombudsperson <strong>upheld the demotion<\/strong>, while removing the lifetime restrictions related to future promotions and appointments.
