PESHAWAR:<\/strong> The inquiry committee investigating the Saifullah Lake boating tragedy<\/strong> in Swat has submitted its report to the Khyber Pakhtunkhwa (KP) government<\/strong>, concluding that several government departments failed to fulfill their responsibilities before and during the incident.<\/p>\n\n\n\n

According to sources, the inquiry committee, headed by Secretary for Inter-Provincial Coordination Muhammad Ayaz<\/strong>, forwarded its findings to the provincial government after examining the circumstances surrounding the fatal accident.<\/p>\n\n\n\n

The report reportedly holds the Police, Provincial Disaster Management Authority (PDMA), Rescue 1122, and the Tourism Authority<\/strong> responsible for negligence, citing failures in enforcing safety regulations and responding effectively to the emergency.<\/p>\n\n\n\n

Sources said the report also found that Tehsil Municipal Administrations (TMAs), the Industries Department, and other relevant institutions<\/strong> failed to perform their assigned duties, contributing to the circumstances that led to the tragedy.<\/p>\n\n\n\n

According to the inquiry, Section 144<\/strong> was in force in Swat at the time of the incident, prohibiting illegal boating and swimming<\/strong> at the lake. However, the report states that the police failed to enforce the restrictions effectively, allowing prohibited activities to continue despite the ban.<\/p>\n\n\n\n

The report further notes that while police registered 103 First Information Reports (FIRs)<\/strong> related to violations of restrictions on swimming, no FIRs were registered specifically against illegal boating<\/strong>, despite the boating ban being in effect.<\/p>\n\n\n\n

Investigators also highlighted shortcomings in the deployment of tourism police. On the day of the incident, 17 of the 37 Tourism Police personnel<\/strong> assigned to the area were reportedly on leave, reducing the available workforce responsible for monitoring tourist safety.<\/p>\n\n\n\n

The inquiry additionally identified deficiencies in the emergency response. According to the report, a Rescue 1122 ambulance broke down twice<\/strong>\u2014once while traveling to the accident site and again while returning\u2014causing delays during rescue operations.<\/p>\n\n\n\n

The report also pointed to shortcomings in local healthcare facilities. It stated that Kalam Hospital<\/strong> did not have a female doctor<\/strong> available to examine the bodies of female victims, highlighting gaps in emergency medical preparedness.<\/p>\n\n\n\n

To prevent similar tragedies in the future, the committee has proposed a series of recommendations focused on improving regulation, enforcement, and public safety.<\/p>\n\n\n\n
