Islamabad:<\/strong> The Auditor General of Pakistan (AGP)<\/strong> has identified financial irregularities and violations of rules amounting to more than Rs7.02 billion<\/strong> in the Ministry of Water Resources (MoWR)<\/strong> and its subordinate organizations during the 2024\u201325 fiscal year<\/strong>, according to a comprehensive audit report.<\/p>\n\n\n\n

The audit examined the financial and administrative operations of 112 administrative units<\/strong> operating under the Ministry of Water Resources. During the review, auditors scrutinized Rs359.6 billion in expenditures<\/strong> and Rs194.2 billion in receipts<\/strong> to assess compliance with financial regulations and public sector governance standards.<\/p>\n\n\n\n

Despite the scale of the irregularities identified, the report states that only Rs2.821 million<\/strong> (approximately Rs28.21 lakh<\/strong>) was recovered between January and December, with the recovered amount having been officially verified.<\/p>\n\n\n\n

Weak Internal Controls Identified<\/h3>\n\n\n\n

The newly released audit report highlights serious weaknesses in internal control mechanisms<\/strong>, widespread violations of public procurement rules<\/strong>, and significant administrative shortcomings within the ministry and its affiliated organizations.<\/p>\n\n\n\n

Among the institutions covered by the audit is the Water and Power Development Authority (WAPDA)<\/strong>, one of Pakistan\u2019s largest public-sector organizations responsible for water resource development and hydropower projects.<\/p>\n\n\n\n

According to the AGP, deficiencies in oversight and compliance created conditions that allowed financial mismanagement and procedural violations to occur.<\/p>\n\n\n\n

Seven Categories of Institutional Failures<\/h3>\n\n\n\n

The Auditor General classified the reported irregularities into seven major categories of institutional failures<\/strong>, providing a framework for identifying the nature and causes of the weaknesses observed during the audit.<\/p>\n\n\n\n

The report indicates that the largest number of irregularities fell under financial management<\/strong>, suggesting shortcomings in budgeting, expenditure controls, accounting practices, and financial oversight.<\/p>\n\n\n\n

Other observations reportedly relate to procurement practices, administrative procedures, and weaknesses in governance systems designed to ensure accountability and transparency in the use of public funds.<\/p>\n\n\n\n

Procurement Rules Violated<\/h3>\n\n\n\n

The audit points to extensive violations of government procurement regulations<\/strong>, raising concerns about whether contracts, purchases, and expenditures were carried out in accordance with prescribed legal and financial procedures.<\/p>\n\n\n\n

Such violations can affect transparency, competition, and value for public money, making procurement one of the key areas requiring corrective action.<\/p>\n\n\n\n

Limited Recovery Despite Large Irregularities<\/h3>\n\n\n\n

One of the report’s notable findings is the substantial gap between the total value of identified irregularities and the amount actually recovered.<\/p>\n\n\n\n

While irregularities exceeded Rs7 billion<\/strong>, recoveries amounted to only Rs2.821 million<\/strong>, highlighting challenges in enforcing accountability and recovering public funds where financial violations are detected.<\/p>\n\n\n\n

Need for Stronger Oversight<\/h3>\n\n\n\n

The audit underscores the need to strengthen internal financial controls<\/strong>, improve compliance with procurement laws, enhance monitoring mechanisms, and reinforce institutional accountability across the Ministry of Water Resources and its affiliated organizations.<\/p>\n\n\n\n
