The report raises serious concerns about the effectiveness of BISP\u2019s management and monitoring mechanisms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The audit specifically highlighted significant weaknesses in the <strong>BISP Management Information System (BISP-MIS)<\/strong>, particularly in the profiling and verification of spouses\u2019 data. Serving Government Employees<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">A total of <strong>673 beneficiaries<\/strong> serving in government positions from <strong>Grade 1 to Grade 16<\/strong> received <strong>Rs25.20 million<\/strong> under the programme.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Additionally, <strong>eight beneficiaries<\/strong> serving in <strong>Grade 17<\/strong> positions received approximately <strong>Rs0.09 million<\/strong>.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">2. Spouses of Serving Government Employees<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The largest category involved spouses of serving government employees.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>9,124 beneficiaries<\/strong> whose spouses were government employees in <strong>Grades 1\u201316<\/strong> received <strong>Rs402.80 million<\/strong>.<\/li>\n\n\n\n<li>Another <strong>87 beneficiaries<\/strong> whose spouses served in <strong>Grades 17\u201320<\/strong> received <strong>Rs2.54 million<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\">3. Pensioners<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The audit also found that:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>218 pensioners<\/strong> from <strong>Grades 1\u201316<\/strong> received <strong>Rs7.41 million<\/strong>.<\/li>\n\n\n\n<li><strong>22 pensioners<\/strong> from <strong>Grades 17\u201318<\/strong> received <strong>Rs0.70 million<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\">4. Spouses of Pensioners<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Payments were also made to spouses of retired government employees:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>1,847 beneficiaries<\/strong> whose spouses were pensioners from <strong>Grades 1\u201316<\/strong> received <strong>Rs74.16 million<\/strong>.<\/li>\n\n\n\n<li><strong>107 beneficiaries<\/strong> linked to pensioners from <strong>Grades 17\u201320<\/strong> received <strong>Rs2.81 million<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Weak Verification System Identified<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The audit concluded that deficiencies in the beneficiary verification process allowed these payments to continue despite clear eligibility restrictions. Auditors emphasized that the system failed to properly identify relationships between beneficiaries and government employees or pensioners, resulting in the inclusion of thousands of ineligible individuals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report also pointed to broader concerns involving duplicate registrations and beneficiaries whose financial circumstances should have disqualified them from receiving support under the poverty-targeted programme.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Recovery and Accountability Measures<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Following the audit findings, the <strong>Departmental Accounts Committee (DAC)<\/strong> directed BISP authorities to immediately block the identified beneficiaries and initiate recovery proceedings for the improperly disbursed funds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The committee instructed programme administrators to strengthen data verification procedures, improve integration with government records, and enhance monitoring mechanisms to prevent similar irregularities in the future.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Concerns Over Public Welfare Spending<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The revelations have renewed concerns about transparency and accountability in Pakistan\u2019s largest social welfare programme. BISP is designed to provide financial assistance to low-income households and vulnerable segments of society.
