The findings have sparked questions about the effectiveness of the government\u2019s financial governance and adherence to constitutional requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of the most significant revelations in the audit concerns supplementary grants issued during the year. The report states that supplementary grants totaling <strong>Rs3.454 trillion<\/strong> were obtained by various government entities. However, <strong>Rs3.177 trillion<\/strong>, representing nearly <strong>92 percent<\/strong> of these grants, was not approved by Parliament. The Auditor General noted that such expenditures raise concerns regarding compliance with constitutional and parliamentary procedures governing public spending.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A parliamentary source who shared details of the reports with <em>The News<\/em> said that supplementary grants amounting to <strong>Rs1.833 trillion<\/strong> were obtained for the repayment of principal debt. However, the audit found that no proper assessment of the actual funding requirement had been conducted before requesting these grants. As a result, excessive allocations and expenditures occurred, indicating weaknesses in financial planning and budget forecasting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The reports further disclosed that in another case, government departments spent <strong>Rs187 billion more<\/strong> than the final amount approved by Parliament. Such overruns, according to auditors, demonstrate inadequate expenditure controls and poor compliance with the approved budget framework.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The audit also highlighted serious deficiencies in the federal budgeting process. Government institutions collectively submitted budget demands worth <strong>Rs3.809 trillion<\/strong>, yet auditors found little evidence that these requests were supported by proper assessments of actual needs. This has raised questions about the credibility and reliability of the budget preparation process, as allocations appear to have been requested without adequate justification.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a striking example of poor budget utilization, <strong>115 federal institutions<\/strong> failed to spend approximately <strong>Rs87 billion<\/strong> despite requesting substantial allocations. The unspent amount eventually lapsed at the end of the fiscal year. In addition, supplementary grants worth <strong>Rs41 billion<\/strong> remained unused, reflecting inefficiencies in planning and resource allocation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Auditor General also identified several constitutional and financial management violations. Among them was the transfer of <strong>Rs7 billion<\/strong> from the Federal Consolidated Fund in a manner deemed inconsistent with <strong>Article 78 of the Constitution<\/strong>, which governs the custody and expenditure of federal revenues. The audit further pointed out that <strong>Rs24 billion<\/strong> in unclaimed funds remained in dormant accounts instead of being transferred back into government accounts as required.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Beyond expenditure issues, the reports exposed serious weaknesses in accounting and financial reporting systems across federal institutions. Auditors observed that many departments failed to prepare reports related to government debt and financial losses. Several entities also lacked proper registers for recording fixed assets and liabilities, making it difficult to determine the true financial position of the government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another concern highlighted in the audit was the poor maintenance of employee-related financial records. Contributions to the <strong>General Provident Fund (GPF)<\/strong> were reportedly not properly recorded in individual accounts, creating risks for financial accountability and employee benefit management.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Auditor General also expressed concern over the absence of effective internal audit mechanisms in many government organizations. According to the report, a large number of federal entities either do not have functioning internal audit units or have failed to appoint Chief Internal Auditors. The lack of internal oversight has weakened internal controls and increased the risk of financial irregularities, misuse of funds, and administrative inefficiency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The audit identified cases involving <strong>embezzlement, corruption, and fraudulent payments<\/strong>, including two major incidents where public funds were allegedly misappropriated. Additionally, auditors reported <strong>82 cases<\/strong> in which recoveries were recommended due to financial irregularities, while <strong>78 cases<\/strong> reflected weaknesses in internal control systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Given the seriousness of these findings, the Auditor General recommended that cases involving significant misappropriation of public funds be referred to relevant investigative agencies for further inquiry and legal action. The report emphasizes the need for stronger accountability mechanisms, better financial planning, and improved compliance with constitutional and parliamentary requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Experts believe that the audit findings may trigger a broader national debate on fiscal discipline, government transparency, and the effectiveness of oversight institutions.
