ISLAMABAD: The National Assembly\u2019s Standing Committee on Interior on Thursday discussed the issuance of lifetime blue passports to parliamentarians, with Minister of State for Interior Talal Chaudhry defending the existing arrangement while acknowledging concerns from other countries over the large number of such passports issued by Pakistan.<\/p>\n\n\n\n
The committee also received a briefing on the Hina Javed murder case in Rawalpindi and heard allegations of corruption involving a housing society that, according to committee member Agha Rafiullah, reports directly to the prime minister.<\/p>\n\n\n\n
During a discussion on blue passports, Talal Chaudhry said the government was not seeking to abolish lifetime blue passports for parliamentarians. He questioned the objections to issuing such passports three times for a period of 10 years each.<\/p>\n\n\n\n
\u201cWhat is the issue if we issue it three times for 10 years each?\u201d he asked.<\/p>\n\n\n\n
Chaudhry said Pakistan had officially issued around 75,000 blue passports, adding that several countries had expressed serious reservations over the large number issued.<\/p>\n\n\n\n
He said the volume of blue passports was affecting Pakistan\u2019s passport standing and its visa-free travel arrangements with other countries.<\/p>\n\n\n\n
\u201cThe better the rating and ranking of our passport, the greater our respect,\u201d Chaudhry said, adding that the issuance of blue passports also had implications for Pakistan\u2019s agreements with other countries.<\/p>\n\n\n\n
Committee member Rafiullah questioned whether Pakistan\u2019s blue passports could affect other countries and challenged the minister\u2019s explanation.<\/p>\n\n\n\n
\u201cI do not agree with you. I am ready to surrender my own passport,\u201d he said, arguing that parliamentarians were elected representatives and that the explanation offered was not logical.<\/p>\n\n\n\n
Rafiullah called for the government to provide the relevant legal provisions governing the issue rather than relying on general arguments.<\/p>\n\n\n\n
Chaudhry maintained that blue passports were also affecting the standing of ordinary green passports. He said the government would provide further details at the committee\u2019s next meeting.<\/p>\n\n\n\n
A committee member also sought details of the 30,000 passports that had been reduced from the total number issued. Chaudhry said the government would provide information about the Ministry of Foreign Affairs, officials on deputation and former officials.<\/p>\n\n\n\n
Earlier, Senate on Monday unanimously passed the Passports (Amendment) Bill 2026 amid a debate over the issuance of official blue passports to lawmakers and government officials\u2019 families, as the government announced plans to introduce fresh legislation to withdraw the facility for children of former bureaucrats.<\/p>\n\n\n\n
Talal Chaudhry told the upper house, chaired by Chairman Yousuf Raza Gilani, that the government would bring a new bill to end the facility for families of retired bureaucrats, while arguing that the number of blue passports needed to be regulated to protect Pakistan\u2019s international standing.<\/p>\n\n\n\n
The committee also discussed the issuance of arms licences in Islamabad. Chaudhry said arms licences had previously been sold in the streets of Rawalpindi despite being associated with Islamabad, adding that the current government had not issued a single licence.<\/p>\n\n\n\n
The committee received a briefing on the Hina Javed murder case<\/a> in Rawalpindi, attended by the regional police officer, the city police officer and officials of the Crime Control Department.<\/p>\n\n\n\n The meeting also saw a discussion about alleged corruption in a housing society and concerns over the appointment of judges with links to housing societies.<\/p>\n\n\n\n Rafiullah questioned the appointment of a housing society\u2019s legal adviser as a judge, arguing that such appointments raised concerns about accountability and possible conflicts of interest.<\/p>\n\n\n\n \u201cWhen you question a housing society about corruption, its legal adviser is appointed as a judge,\u201d he said.<\/p>\n\n\n\n He criticised the committee for not raising questions about alleged corruption with the relevant law secretary and called for greater scrutiny of the matter.<\/p>\n\n\n\n Rafiullah said the housing society under discussion, identified in the meeting as IBCH, reported directly to the prime minister.
