MURREE: A school van carrying children went out of control after an apparent brake failure and subsequently caught fire in Murree on Tuesday, injuring several passengers, according to District Police Officer Raza Tanveer Supra. Police said an inquiry into the incident is ongoing.<\/p>\n\n\n\n
Speaking to the Hum News<\/em>, DPO Supra said the incident occurred at around 7:15am after the vehicle apparently suffered brake failure, causing it to go out of control before catching fire.<\/p>\n\n\n\n He said the driver and local residents immediately helped evacuate the children from the vehicle, after which police and Rescue 1122 personnel shifted the injured to hospital.<\/p>\n\n\n\n The DPO said the apparent brake failure was the initial assessment, but an inquiry committee was investigating the incident and would determine the final cause.<\/p>\n\n\n\n According to the DPO, the vehicle was carrying 12 people \u2014 two adults, including the driver and a helper, and 10 children from different age groups.<\/p>\n\n\n\n He said the Suzuki Bolan\/Carry was a local arrangement made by parents to transport children from one village to three different schools, including government and private schools.<\/p>\n\n\n\n The DPO said there were no fatalities in the incident, adding that four children with burns exceeding 25% had been referred to a burn unit in Rawalpindi for further treatment.<\/p>\n\n\n\n Two children were reported to have no significant injuries, while the remaining six had burns of less than 10% and were being treated at THQ Hospital Murree.<\/p>\n\n\n\n A preliminary report cited battery sparking as the reported cause of the fire and said the vehicle did not have a fire extinguisher.<\/p>\n\n\n\n The report identified the vehicle as a 2006-model Suzuki Carry\/Bolan bearing registration number KI-861. It stated that the vehicle had a seating capacity of eight adults or 10 children.<\/p>\n\n\n\n The report recommended a detailed technical and mechanical inspection of the vehicle to establish the exact cause of the incident.<\/p>\n\n\n\n The DPO\u2019s account of the vehicle\u2019s occupants differs from the preliminary report, which had recorded 11 people in the vehicle. Police have yet to issue a final report reconciling the figures.<\/p>\n\n\n\n Responding to a question about legal action, the DPO said police were treating the incident as an accident but were also investigating whether any negligence was involved.<\/p>\n\n\n\n He said the driver\u2019s immediate response in moving the vehicle aside and helping evacuate the children had been positive, while any other aspect of his conduct would also be examined during the investigation.<\/p>\n\n\n\n The DPO said Murree police had already launched enforcement against traffic violations and would expand checks to smaller local routes following the incident.<\/p>\n\n\n\n He said more than 10,000 vehicles had been fined during an ongoing crackdown covering passenger and goods overloading, CNG cylinders and other traffic violations.<\/p>\n\n\n\n The DPO stressed that vehicle fitness was particularly important in mountainous areas because vehicles use their brakes more frequently on steep and winding roads, increasing the risk of brake components overheating.<\/p>\n\n\n\n He said police were checking the school van\u2019s documents, including its fitness certification and route permit, and would further strengthen enforcement.<\/p>\n\n\n\n Following the incident, Murree police directed traffic and district police to conduct joint inspections of school vans and public transport.<\/p>\n\n\n\n Authorities said checks would focus on overloading, vehicle fitness, route permits, drivers\u2019 licences and the use of unsafe gas cylinders.<\/p>\n\n\n\n Police said traffic authorities issued 11,092 challans to 10,808 vehicles during August and September, imposing fines totalling Rs15.877 million.<\/p>\n\n\n\n The enforcement included 1,682 cases of passenger overloading, 566 cases of cargo overloading, 78 challans over unsafe gas cylinders in public transport and three related cases.<\/p>\n\n\n\n Police also took action against 576 vehicles operating without route permits and 11 without fitness certificates.
