PESHAWAR \u2014 The federal government has declared 26 districts across six regions of Khyber Pakhtunkhwa as \u201chard areas\u201d and approved a security risk allowance for federal administrative and police officers serving in terrorism-affected districts.<\/p>\n\n\n\n
The decision was communicated to the Chief Secretary of Khyber Pakhtunkhwa through a letter issued by the Establishment Division in Islamabad.<\/p>\n\n\n\n
According to the letter, the 26 districts have been designated as hard areas in view of the security challenges and terrorism-related risks faced by officials working there.<\/p>\n\n\n\n
The districts included in the notification are Peshawar, Khyber, Mardan, Charsadda, Mohmand, Nowshera, Kohat, Hangu, Karak, Kurram, Orakzai, Bannu, Lakki Marwat, North Waziristan, Dera Ismail Khan, Tank, Upper South Waziristan, Lower South Waziristan, Swat, Buner, Shangla, Bajaur, Upper Dir, Lower Dir, Upper Chitral and Lower Chitral.<\/p>\n\n\n\n
The federal government has approved a security risk allowance for federal administrative and police officers posted in these terrorism-affected districts. The allowance will be applicable with effect from July 1, 2026.<\/p>\n\n\n\n
Under the approved arrangement, eligible officers will receive a security risk allowance equivalent to 250 percent of their basic salary. The allowance is intended to compensate officials serving in areas where they face heightened security risks because of terrorism and related threats.<\/p>\n\n\n\n
The letter states that payment of the allowance will immediately cease when an officer is transferred from the designated hard area. This means the benefit will be linked directly to an officer\u2019s posting in one of the notified districts and will not continue after the officer leaves the area.<\/p>\n\n\n\n
The federal government will bear the cost of the security risk allowance. However, the allowance will be subject to income tax in accordance with applicable rules.<\/p>\n\n\n\n
The notification also specifies circumstances in which officers will not be entitled to the allowance. According to the Establishment Division\u2019s letter, security risk allowance will not be paid during suspension, while an officer is posted as Officer on Special Duty (OSD), during joining time, or throughout the period of training.<\/p>\n\n\n\n
The allowance will also not be counted as part of pensionable income or for the calculation of gratuity. Consequently, the additional payment will provide financial compensation during an eligible posting but will not increase an officer\u2019s pension or gratuity benefits after retirement.<\/p>\n\n\n\n
The federal government has also clarified that officers serving in Swabi district and those posted in Hazara Division will not be entitled to the security risk allowance under the decision.<\/p>\n\n\n\n
The designation of the 26 districts as hard areas reflects the security difficulties faced by various parts of Khyber Pakhtunkhwa, particularly regions that have experienced terrorism and militant activity over the years.<\/p>\n\n\n\n
Many of the districts included in the notification are located along or near areas that have historically faced significant security challenges. Officials posted in these regions are required to continue administrative and law-enforcement responsibilities despite the risks associated with their assignments.<\/p>\n\n\n\n
The approval of the allowance is therefore expected to provide additional financial compensation to federal officers serving in difficult and high-risk locations.<\/p>\n\n\n\n
The decision covers officers belonging to the federal administrative and police services who meet the conditions outlined in the Establishment Division\u2019s notification. The allowance will be applicable from July 1, 2026, subject to the terms and conditions specified in the official letter.<\/p>\n\n\n\n
The move also highlights the federal government\u2019s recognition of the security challenges faced by government officials working in terrorism-affected parts of Khyber Pakhtunkhwa.<\/p>\n\n\n\n
For officers posted in the designated districts, the 250 percent allowance represents a substantial addition to their basic salary. However, the benefit will remain conditional on their continued posting in the notified hard areas.<\/p>\n\n\n\n
The government has made it clear that the allowance will stop immediately following an officer\u2019s transfer and will not be payable during suspension, OSD status, joining time or training.<\/p>\n\n\n\n
The exclusion of Swabi and Hazara Division also means that not all districts of Khyber Pakhtunkhwa will receive the additional benefit, despite the broader classification of six regions and 26 districts as hard areas.<\/p>\n\n\n\n
The new policy is expected to affect the financial compensation and posting incentives for federal administrative and police officers working in some of the province\u2019s most security-sensitive districts.<\/p>\n\n\n\n
By linking the allowance to actual postings in high-risk areas, the government aims to provide additional compensation to officials who continue to perform their duties under challenging security conditions.<\/p>\n\n\n\n
